Everyone knows that there is a big difference between the quality of a TEAM and a PROGRAM.

A team is comprised of current players, and, if you want to stretch it, the incoming recruiting class. Thus a TEAM has a lifespan of ~1-5 years.

A program is much more. A program takes into account history, prestige, financial resources and booster support, recruiting pipelines, and a variety of other circumstances (ie. the state of other programs, the ability of athletic dept. management such as AD, BOT and coaches).

It is probably much easier to say where a TEAM ranks amongst other teams (the AP, coaches poll and BCS do it weekly and SBNation even does it with the BlogPoll) but not so easy to peg down where a PROGRAM ranks amongst others.
