This is clearly an adjustment to how OU played against Utah State (though most don't realize OU got up 21-0 and only then did Utah State get anything going. Some books opened at 9 but 8.5 seems to be everywhere now. This line implies that Oklahoma would be a 4 or 4.5-point favorite on a neutral field and a slight favorite in Doak.
